Districtwide Strategic Plan (DSP) Development 


The most recent Districtwide Strategic Plan was conducted in 2018, and will expire in 2025. Our District is taking the next steps to creating a better greater Silicon Valley for all of us. By providing affordable, in-demand, and transformative educational opportunities to all, we are reshaping how residents in our District learn—strengthening our workforce and driving the future of Silicon Valley forward.

Our upcoming Strategic Plan is our pledge to the people in our District. We will provide an inclusive, supportive, and enriching educational experience that enables all of our learners to pursue and achieve their goals.

The district reached out to the Academic Senate, Classified Senate, and Student Government Association to request representatives to serve on the Strategic Plan Task Force. This Task Force will serve as an advisory group to provide collective feedback in the development of the Districtwide Strategic Plan through a 15-month process designed to listen, learn, and engage with the communities it serves. Our input on this Strategic Plan has been gathered from thousands of voices through in-person and virtual engagements with employee groups, students, conversations with college business and community partners, and numerous interviews and work sessions.

Supplemented with internal and external student and labor market data, this collaborative approach ensures that the plan reflects both the opportunities within Silicon Valley’s thriving industries and the pressing need to address inequities in educational attainment and economic mobility.

Approach

The Strategic Plan will be developed in 2 Phases

  • Phase 1: Situational Analysis – Nov 2024 to March 2025 (completed – a copy of the Phase 1 report can be found in the Resources section below)
  • Phase 2:  Strategic Plan Development – April 2025 to March 2026 (in-progress)

Phase 1 Focus: Situational Analysis

  • Inventory of the district and colleges’ long-range planning processes, timeline, and recommendations for integrated alignment
  • Analysis of data and internal stakeholders’ perspectives regarding progress on prior strategic plan priorities: what has been accomplished and impactful results
  • Understanding which current practices or initiatives the district may want to augment as we look to the next decade
  • Review of the current landscape for higher education in the SJECCD and the surrounding region including key trends, challenges, and opportunities that impact SJECCD’s work
  • Summary of key accomplishments from the current Strategic Plan and high priorities for the next planning cycle
  • Recommendations for data elements needed as a foundation for development of the Strategic Plan

Phase 2 Focus: Strategic Plan Development

  • Use relevant findings from Phase 1 to facilitate sessions with the Task Force and additional internal and external stakeholders to (a) identify trends, planning assumptions, and themes; (b) discuss challenges and opportunities; and (c) build shared vision
  • Align Phase 2 work with the State Chancellor’s Office vision and accreditation standards
  • Create an overarching united framework of Strategic Priorities / Goals for the district as a whole to guide and inform development of the two Colleges’ Educational Master Plans (EMPs)
  • Ensure the ability of the College Educational Master Plans to
  • Represent an iterative framework (i.e., “scaffolding”) for each Strategic Priority
  • Work with the Task Force to generate (where feasible) first-year key performance indicators (KPIs) and recommend a review cycle for assessment of progress and accountability to drive goal achievement
  • Confirm the roadmap for implementation
